Vladivostok is the closest major port to Japan and the heart of Russia's used Japanese car market. The Sea of Japan crossing takes just 2–3 days; vessels run multiple times per week from Yokohama, Toyama, and Maizuru. For Russian Far East buyers, "Japanese imports" simply means daily reality — the entire region drives right-hand drive Japanese vehicles even though Russia is a left-hand-drive country. This guide walks through the process, the customs calculation, the unique RHD reality, and what currently sells.

Why Vladivostok is special

Geographic proximity

Yokohama → Vladivostok is roughly 600 nautical miles. Most cargo routes between Asia and Europe take weeks; this one takes days. Multiple shipping lines (Trans Russia Agency, FESCO, Sasco) operate weekly RoRo and container service. RoRo from USD 500 per vehicle.

Cultural acceptance of RHD

Russia is technically a left-hand-drive country, but the Far East is the exception. Vladivostok, Khabarovsk, Sakhalin, and the broader Primorsky region have decades of right-hand-drive Japanese vehicle culture. Service infrastructure (parts, mechanics, tuning shops) for RHD JDM cars is unmatched anywhere outside Japan. This makes the market one of the few non-RHD-driving regions where importing RHD vehicles makes practical sense.

A vibrant JDM legend market

Russian Far East buyers are some of the most active in the world for JDM legends — Skyline GT-R, Supra MK4, NSX, RX-7, Lancer Evolution, Impreza WRX STI. The 1995-and-older USA exemption doesn't apply, but Russia's own 30-year exemption (vehicles older than 30 years pay reduced duties) is starting to apply to early-1990s JDM cars.

The import process for Russia

1. Quote and sourcing

Quote in USD or RUB. With recent currency volatility, most exporters quote USD and convert at settlement. Itemized: FOB, ocean freight to Vladivostok, marine insurance, exporter service fee. Inspection optional for Russia.

2. Auction or stock

Auction-sourced vehicles get the auction sheet and translation. Russian Far East buyers are sophisticated — many speak some Japanese, and the auction-sheet decoder vocabulary is widely understood.

3. Payment

T/T in USD typically. Settlement banking has been complicated since 2022; established exporters work through specific corridors (Hong Kong, UAE, Turkey) for cleared payments. Confirm the corridor with your exporter before initiating. Some exporters accept payment in cryptocurrency stablecoins for Russia-bound business — this is a market reality but be aware of the legal status in your jurisdiction.

4. Vessel booking

Yokohama → Vladivostok: 2–3 days. Toyama → Vladivostok: 1–2 days. RoRo from USD 500–600. Container available but rarely cost-justified for the short crossing.

5. Vladivostok customs

Russian customs duty for cars depends on age, engine size, and vehicle type. The structure is complex but roughly:

  • Vehicles 0–3 years old: 48% of customs value or fixed EUR/cc rate, whichever is higher
  • Vehicles 3–5 years old: variable rate (~25–35%)
  • Vehicles 5+ years old: rate by engine cc (EUR per cc; €1.5–€5.7 per cc range)
  • Vehicles 30+ years old: classic exemption, reduced flat rate

Plus the utilization fee (utilizatsionniy sbor / ELPTS) — a per-vehicle fee that climbed sharply in 2024–2025. As of 2025 the fee for a typical mid-size used import is in the range of RUB 800,000–1,500,000 depending on engine and age. Check the latest rates before committing.

VAT 20% applies on customs value + duty.

6. Registration

Vladivostok customs broker handles clearance. Registration with GIBDD (Russian traffic authority) requires:

  • Customs declaration (passed through clearance)
  • Vehicle PTS or ePTS (electronic title issued by Russian customs)
  • Insurance (OSAGO mandatory)
  • Technical inspection certificate

GIBDD registration in Vladivostok is fast — often same-day for clean papers.

Notice the Russia-side taxes can exceed the vehicle's CIF price. This is why pricing dynamics in the Russian market favor older / cheaper vehicles where the fixed-component (utilization fee) is a smaller proportion.
